I think the P-T-B knew that at some point, we would be interacting with alien beings; it's just that they thought the ones we'd be dealing with were the ones who (they thought) would allow them to stay in power. Of course, it is entirely possible that the people who designed the NY Pavillion for the 1964 World's Fair, or the Space Needle for the 1962 World's Fair, were just thinking of how to build a platform that people could see their surroundings from, and that their projects just ended up looking like UFOs, but even if that is the case, a greater purpose may have been served, with that being the intent of the powers we don't see.
