I don't know if it has been already discussed. It seem to me that in this area of the cover, the CD version calls it Mexican candlestick, there are a couple of strange things. The first one seems a puppet representing Paul. The second is a sort of disturbing mask. I had to check the cover of my vinyl cause on the CD one was too small.

I think the first thing is the figurine of a Mexican in a little sombrero. The other thing is just the base of the candlestick.

A while back I speculated with some others that that segment of the Sgt Pepper scene represents a "Mexican funeral", where people bring objects significant to the deceased to the gravesite. Candles, objects they owned, images that related to them; things they liked, these things were brought to comfort and ease the dead in their passing into the next realm, as I recall.................
Mexico............
Mexican funeral............................
When in Rome.......................
Mexico.
All those people in the background............hmmmm.....Mexico........hmmmm..........
